The last two items liquor and tobacco are absolutely within the power of GOI to stop/ban production and distribution. But GOI has not taken any such action even when it is capable of doing it. And people, as well as the political parties, can not oppose the ban on moral grounds.
The first three items are a bit difficult to impose a ban since they operate in an unorganized manner to a large extent. However, the government can still impose a ban, though the effect would never be 100%.
Now if you have to ask the GOI why it is not doing so, in spite of liquor, and tobacco being harmful. The primary reason could be huge earnings from taxation and duties. The government is just washing its hand by enforcing the statutory warning. Plus the loss of employment.
For the first three items meat, eggs, fish, the matter is more critical as these are not harmful to health. There is not much moral ground to ban them apart from the protest of the animal lovers and the vegetarians who would possibly hundred and one reasons why should nonveg food be banned. Sometime back I had a long deliberation on this with a very established writer on this platform.
There is huge employment, possibly in millions involved in this sector who would be rendered jobless. So it is up to GOI whether it would like to impose a strict ban on the consumption and production of meat, eggs, and fish and ready to take on the back-clash.
Personally, I will have huge problems if GOI imposes a strict ban on the consumption and production of meat, eggs, and fish. I do not consume liquor or tobacco. I am sure there are crores of people who can not survive without non-veg foods. I am not sure how people will deal with such a ban and how the government will deal with the public reaction as well as the job and revenue loss.
I think the questioner and the government have no idea what it could lead to. As of now, you have only seen the CAA and Farmers protest, you have no idea what could be the size of this protest if non-veg foods are banned. Let GOI try it if it wants.
